Senator Tim Kaine --- God bless his heart --- wants an emergency vote. He wants Congress to step in and block Trump. TOTO: So let Professor Toto teach you exactly why that's not going to work --- and why they're waving a broken saber. TOTO: The 1973 War Powers Resolution was passed --- over Nixon's veto --- after Vietnam. And constitutional scholars have debated its legitimacy for fifty years. But even if you ACCEPT the law at face value --- it doesn't do what Kaine thinks it does. TOTO: Article 2(c)(2) of the resolution specifically preserves the president's power to use armed force WITHOUT prior congressional approval following an 'attack upon the United States or its armed forces.' TOTO: Let me remind you of a few dates. October 23, 1983 - -- Iran ordered a truck bomb that killed 241 Marines in Beirut. They've armed terrorists with IEDs that killed hundreds of American soldiers in Iraq and Afghanistan. They've attacked U.S. naval vessels and military bases throughout the Middle East. Those are not allegations. Those are DOCUMENTED, DECLASSIFIED facts. TOTO: Iran has been attacking American armed forces for FORTY-THREE YEARS. The resolution that Kaine is waving EXEMPTS the president from seeking approval to respond to exactly THAT. TOTO: And even if they pass their resolution? Trump vetoes it. Then they need a two-thirds majority in BOTH chambers to override. Even the Democrats know they don't have that. Congressman Khanna --- one of the sponsors --- told the press he gives it a 40 to 60 percent chance of even passing the House. TOTO: Not because Tucker was right. But because Mike... didn't have the answers. TOTO: AND THE ANSWERS EXIST. Let me answer it --- something Mike couldn't seem to do. TOTO: Over 70 to 75 percent of that military aid NEVER LEAVES THE UNITED STATES. It goes straight to Lockheed Martin in Fort Worth, Texas. Raytheon in Tucson, Arizona. Boeing in St. Louis, Missouri. General Dynamics in Ohio and Michigan. American workers. American factories. American paychecks. TOTO: The total package? Three point eight billion dollars per year. Sounds big until you do the math. That is less than one-tenth of one percent of the federal budget. If Washington were a family making a hundred thousand dollars a year, our annual security assistance to Israel would be under ONE HUNDRED DOLLARS. Its CHEAPER than NETFLIX -- TOTO: THAT is the "big drain" Tucker wants you outraged about. TOTO: Meanwhile Ukraine got ninety-five BILLION with barely a raised eyebrow. TUCKER'S QUESTION 2: "Can modern Jews even prove they're descended from biblical Israelites?" TOTO: The question assumes a zero-sum contest --- that helping Israel means hurting America. That is not how alliances work. The ONLY question that matters is this: Does this partnership leave America stronger or weaker? TOTO: Simple math. If Israel collapses --- America deploys fifty thousand troops to the Middle East. To submit a written request demanding a special conference meeting. TOTO: Five signatures. That's it. TOTO: And when that written request is delivered? The Conference Chair is REQUIRED to call the meeting. Not optional. Not 'we'll think about it.' That word SHALL in the rule is not decoration. It is a COMMAND. TOTO: This isn't theoretical. That is the number that should keep John Thune staring at the ceiling at three in the morning. TOTO: Five can force the meeting. Twenty-seven can change the leader. PART 4 --- THE WALL TOTO: Let me be direct. TOTO: Vance cannot schedule floor votes. The Majority Leader controls the floor. Vance cannot force a talking filibuster. The Majority Leader controls the calendar. And right now that Majority Leader is John Thune --- who has said on the record that the legislative filibuster stays intact on his watch. TOTO: Thune IS the wall. TOTO: And here's why everything we're discussing connects at ONE point. The SAVE Act --- election integrity legislation --- already has 50 Republican votes. FIFTY. It needs 60 to break a filibuster. Ten Democrats to cross over. And they won't. Because it threatens their ballot harvesting operation. TOTO: The only thing standing between the SAVE Act and the President's desk is the filibuster. And the only thing protecting the filibuster is Thune's spine --- which, so far, has been a garden variety noodle. PART 5 --- THE NUCLEAR OPTION --- VANCE IN THE CHAIR TOTO: Now let me tell you about the man sitting in THAT chair. TOTO: Vice President JD Vance. President of the Senate. One of the most constitutionally UNDERESTIMATED figures in Washington today. TOTO: Vance has already cast EIGHT tiebreaking votes --- including to confirm Pete Hegseth, to defund public broadcasting, and on key procedural votes that advanced Trump's agenda. He has been behind closed doors in Republican Senate lunches telling senators directly how he expects them to behave on the floor. TOTO: This is NOT a ceremonial VP. This is an ACTIVE OPERATOR. TOTO: Here's the scenario that keeps Senate institutionalists awake at night. Follow me closely --- because this is the nuclear option. Step one: The SAVE Act comes to the floor. Step two: Democrats filibuster. Step three: A Republican senator raises a POINT OF ORDER - -- arguing the filibuster cannot stand for this category of legislation. Step four: VANCE, IN THE CHAIR, RULES IN THEIR FAVOR. Step five: Democrats appeal. Step six: The Senate votes to SUSTAIN THE CHAIR --- needing only 51 votes. Vance breaks the 50-50 tie. There are believers right now who think that because they understand prophecy --- because they can identify the players on the board --- they have done their part. Knowledge without obedience is not faith. It is entertainment. THE ENCOURAGEMENT TOTO: YAHWEH is not confused. He is not wringing His hands. He is not watching the news in panic. TOTO: He said: 'I will bless those who bless Israel, and curse those who curse Israel.' That promise has not expired. It was not time-sensitive.
