ARE WE PICKING AND CHOOSING TORAH?
Every Torah-observant believer eventually hears the challenge.
It usually comes with a smile, as though it settles the matter:
"If you keep the Sabbath and the Feast Days because
Torah commands them, why don't you circumcise
every male and sacrifice animals? Aren't you just
picking and choosing?"
It is a fair question, and it deserves a straight answer.
Circumcision, the Sabbath, the sacrifices, and the Feasts all stand
in Torah. All of them carry strong covenant language.
Circumcision is even called an everlasting covenant. So why
does FHMI keep the Sabbath while teaching that physical
circumcision is not required of the returning remnant today?
The answer is not convenience. It is not preference. It is not a
buffet line where we take what we like and leave the rest.
There is a principle at work, and it is older than the apostles. It is
written in Moses himself. Once you see it, you will be able to
answer not only the question of circumcision, but the larger
question underneath it:
HOW DO WE KNOW WHICH COMMANDS HAVE
REACHED THEIR PROPHETIC TARGET — AND WHICH
ARE STILL POINTING TOWARD SOMETHING FUTURE?
C H A P T E R T W O
THE LETTER AND THE INTENT
Paul rebuked believers who should have been teachers but still
needed milk:
3
T H E C U T T I N G O F C O V E N A N T
For when for the time ye ought to be teachers, ye have need
that one teach you again which be the first principles of the
oracles of Elohim; and are become such as have need of milk,
and not of strong meat. ... But strong meat belongeth to them
that are of full age, even those who by reason of use have their
senses exercised to discern both good and evil.
HEBREWS 5:12, 14
Milk sees only the outward command. Meat asks the deeper
question: What was YAHWEH accomplishing through the
command?
Picture a refrigerator with a bungee cord strapped around the
door. A child who walks into the kitchen sees the cord and
concludes that refrigerators need bungee cords. But the man who
installed it knows why it is there — the latch was broken, and the
cord kept the door shut. Fix the latch, and the purpose of the cord
is fulfilled. Fixate on the cord without understanding why it was
installed, and you will mistake the method for the purpose.
This is not lawlessness. It is the very way YAHSHUA read the
Torah. He never broke the commandment; He revealed its
intent. The Lawgiver had a reason for every instruction, and the
mature believer is not satisfied until he knows the reason.

ABRAHAM WAS ALREADY IN COVENANT
Here is the chapter that settles the foundation. Follow the order
of events in Genesis carefully:
Genesis 12 — Abraham obeys and leaves his father's house. "So
Abram departed, as YAHWEH had spoken unto him."
Genesis 15:6 — Abraham believes and is counted righteous.
And he believed in YAHWEH; and he counted it to him for
righteousness.
GENESIS 15:6
Genesis 15:18 — YAHWEH cuts covenant with Abraham.
4
T H E C U T T I N G O F C O V E N A N T
Genesis 17 — Only now, years later, does circumcision appear.
ABRAHAM WAS RIGHTEOUS BEFORE CIRCUMCISION.
ABRAHAM WAS IN COVENANT BEFORE
CIRCUMCISION.
Paul did not invent this observation. He simply read Genesis in
order:
How was it then reckoned? when he was in circumcision, or in
uncircumcision? Not in circumcision, but in uncircumcision.
And he received the sign of circumcision, a seal of the
righteousness of the faith which he had yet being
uncircumcised: that he might be the father of all them that
believe, though they be not circumcised.
ROMANS 4:10–11
A sign. A seal. Genesis 17:11 says the same thing — it shall be "a
token of the covenant."
A sign certifies something. It does not create the thing it certifies.
A wedding ring announces a marriage; it does not make one. The
seal on a deed confirms ownership; it does not purchase the land.
Circumcision pointed to a covenant that already existed — a
covenant founded on faith that produced obedience.
C H A P T E R F O U R
THE ORIGINAL CIRCUMCISION WAS OBEDIENCE
Abraham's first identifying mark was not cut flesh. It was
something far deeper:
FAITH PRODUCING OBEDIENCE.
By faith Abraham, when he was called to go out into a place
which he should after receive for an inheritance, obeyed; and
he went out, not knowing whither he went.
HEBREWS 11:8
And YAHWEH Himself gave the reason He would keep His
promise to Abraham's seed:
5
T H E C U T T I N G O F C O V E N A N T
Because that Abraham obeyed my voice, and kept my charge,
my commandments, my statutes, and my laws.
GENESIS 26:5
That is the description of a circumcised heart — a heart cut away
from Ur, from idols, from self-rule, and joined to the voice of
YAHWEH.
Then physical circumcision came as a visible covenant sign upon
his descendants. Here is the pattern in a single line:
ABRAHAM HAD A CIRCUMCISED HEART. HIS
CHILDREN HAD CIRCUMCISED FLESH.
The fleshly sign served a holy purpose. It marked out and
preserved an identifiable covenant people through centuries of
Egypt, wilderness, kings, and captivity — until YAHWEH would
bring them back to the deeper reality their father Abraham had
walked in from the beginning.

TORAH PREDICTED ITS OWN GREATER
CIRCUMCISION
This must be established plainly: Paul did not invent heart
circumcision. Moses taught it first.
Circumcise therefore the foreskin of your heart, and be no more
stiffnecked.
DEUTERONOMY 10:16
Already the flesh was not enough. A man could carry the mark
and still be stiffnecked. Leviticus 26:41 looks forward to the day
when Israel's "uncircumcised hearts be humbled." Then Moses
gives the great prophecy:
And YAHWEH thy Elohim will circumcise thine heart, and the
heart of thy seed, to love YAHWEH thy Elohim with all thine
heart, and with all thy soul, that thou mayest live.
DEUTERONOMY 30:6
6
T H E C U T T I N G O F C O V E N A N T
Do you see what happened? The Torah itself moves us from one
administration to another:
YOU CUT THE FLESH → YAHWEH WILL CUT THE
HEART.
Jeremiah carries the same blade to Judah: "Circumcise
yourselves to YAHWEH, and take away the foreskins of your
heart" (Jeremiah 4:4). Then he delivers a sentence that should
end every argument that the flesh was ever the goal:
"Behold, the days come, saith YAHWEH, that I will
punish all them which are circumcised with the
uncircumcised ... for all these nations are
uncircumcised, and all the house of Israel are
uncircumcised in the heart." — Jeremiah 9:25–26
Circumcised flesh, uncircumcised heart — and judgment fell
anyway. So when the apostles teach the circumcision of the heart,
they are not rejecting Moses.
IT IS MOSES REACHING HIS PROPHETIC TARGET.
C H A P T E R S I X
WHAT CHANGED? THE ADMINISTRATION, NOT THE
PURPOSE
Every organization knows the difference between a mission and a
procedure. A company may update its policy manual — the forms
change, the process changes — but the mission of the company
does not. The policy update serves the mission better.
THE PURPOSE DOES NOT CHANGE. THE
ADMINISTRATION CAN.
Animal sacrifice is the undeniable witness. YAHWEH
genuinely commanded it. It was holy, it was ordained, and it was
called "a statute for ever" (Leviticus 6:18). Yet Hebrews explains
that its prophetic purpose reached its substance in Messiah:
7
T H E C U T T I N G O F C O V E N A N T
For the law having a shadow of good things to come, and not
the very image of the things, can never with those sacrifices
which they offered year by year continually make the comers
thereunto perfect. ... For it is not possible that the blood of bulls
and of goats should take away sins.
HEBREWS 10:1, 4
So no one can honestly argue, "If YAHWEH commanded
something once, its physical administration can never change."
Every believer who does not slaughter a lamb at an altar has
already acknowledged otherwise. The only question is whether
we will apply the same principle honestly — and consistently.

ACTS 15: THE APOSTOLIC RULING
The dispute that brought the apostles together in Jerusalem is
stated in the very first verse:
And certain men which came down from Judaea taught the
brethren, and said, Except ye be circumcised after the manner
of Moses, ye cannot be saved.
ACTS 15:1
THAT is the issue: circumcision made a CONDITION
OF SALVATION and the door of entrance into the
covenant.
Peter answered with an eyewitness report. He had seen
YAHWEH give the Holy Spirit to uncircumcised men gathered
in from among the nations — and he named what YAHWEH
had done to them:
And Elohim, which knoweth the hearts, bare them witness,
giving them the Holy Ghost, even as he did unto us; and put no
difference between us and them, purifying their hearts by faith.
ACTS 15:8–9
8
T H E C U T T I N G O F C O V E N A N T
Purified hearts. That is Deuteronomy 30:6 arriving on schedule.
YAHWEH had already done the cutting; the knife had nothing
left to add.
James then gave the ruling: trouble them not, but let them
abstain from idols, fornication, things strangled, and blood. And
notice his reason:
For Moses of old time hath in every city them that preach him,
being read in the synagogues every sabbath day.
ACTS 15:21
The apostles did not send the returning ones away from Moses.
They sent them TO Moses — every Sabbath.
ACTS 15 IS NOT ANTI-TORAH. IT IS ANTI-
CIRCUMCISION-AS-THE-DOOR-OF-COVENANT-
ENTRANCE.

"WE ARE THE CIRCUMCISION"
For he is not a Jew, which is one outwardly; neither is that
circumcision, which is outward in the flesh: but he is a Jew,
which is one inwardly; and circumcision is that of the heart, in
the spirit, and not in the letter; whose praise is not of men, but
of Elohim.
ROMANS 2:28–29
Paul is not erasing the natural Jew. He is describing the intent of
a Jew — a man who walks in the faith of Abraham. Until you act
like your father, do not claim your father. Then Paul writes words
that ring like a trumpet:
For we are the circumcision, which worship Elohim in the
spirit, and rejoice in Messiah YAHSHUA, and have no
confidence in the flesh.
PHILIPPIANS 3:3
Paul does not say, "Circumcision no longer exists." He says:
"WE ARE THE CIRCUMCISION."
9
T H E C U T T I N G O F C O V E N A N T
The reality never disappeared. Its covenant substance was
revealed.

THE CIRCUMCISION MADE WITHOUT HANDS
Here is the centerpiece of this teaching. Deuteronomy promised
that YAHWEH Himself would do the circumcising. Paul
announces that it has come:
In whom also ye are circumcised with the circumcision made
without hands, in putting off the body of the sins of the flesh by
the circumcision of Messiah: buried with him in baptism,
wherein also ye are risen with him through the faith of the
operation of Elohim, who hath raised him from the dead.
COLOSSIANS 2:11–12
Read those two verses together, because Paul wrote them
together. The circumcision without hands is joined directly to
burial in baptism.
DEUTERONOMY PROMISED YAHWEH WOULD DO THE
CIRCUMCISING. COLOSSIANS DECLARES A
CIRCUMCISION "MADE WITHOUT HANDS."
No mohel. No blade. No human hand. The old flesh is cut away
and buried in the waters, and a new man rises. The Torah
promised a cutting only YAHWEH could perform — and in
Messiah, through the operation of Elohim, He performs it.
C H A P T E R T E N
BAPTISM: THE SIGN OF RETURNING ISRAEL
The scattered house of Israel lost its genealogy, its land, and its
national identity. The tribes were swallowed by the nations and
forgot their own name. How would YAHWEH mark them as
they came home?
10
T H E C U T T I N G O F C O V E N A N T
Repent, and be baptized every one of you in the name of
YAHSHUA Messiah for the remission of sins, and ye shall
receive the gift of the Holy Ghost. For the promise is unto you,
and to your children, and to all that are afar off.
ACTS 2:38–39
"Afar off" — the language the prophets used for the scattered
tribes. Paul speaks to those once called "Uncircumcision" by the
circumcision made with hands, and tells them that they "who
sometimes were far off are made nigh by the blood of Messiah"
(Ephesians 2:11–13).
For as many of you as have been baptized into Messiah have
put on Messiah. ... And if ye be Messiah's, then are ye
Abraham's seed, and heirs according to the promise.
GALATIANS 3:27, 29
Baptism is burial into His death and rising to walk in newness of
life (Romans 6:3–4). Peter says it is "not the putting away of the
filth of the flesh, but the answer of a good conscience toward
Elohim" (1 Peter 3:21). And the Holy Spirit received there is the
new mind — the heart YAHWEH promised to circumcise.
FAITH → BAPTISM → THE SPIRIT → A CIRCUMCISED
HEART.
This is the covenant witness of the returning remnant.
C H A P T E R E L E V E N
WHAT ABOUT JUDAH?
Here this teaching parts company with the generic church
treatment. The church says circumcision is simply gone.
Scripture says otherwise:
What advantage then hath the Jew? or what profit is there of
circumcision? Much every way: chiefly, because that unto them
were committed the oracles of Elohim.
ROMANS 3:1–2
When Paul was accused of teaching the Jews "that they ought
not to circumcise their children" (Acts 21:21), he did not shrug
11
T H E C U T T I N G O F C O V E N A N T
and say the rumor was true. He went to the temple to prove that
he himself "walkest orderly, and keepest the law" (Acts 21:24).
Physical circumcision continues upon Judah as an identifying
historical covenant sign — a witness reaching all the way back to
Abraham, preserving a people YAHWEH promised to restore.
But hear this carefully: the physical mark does not
produce saving faith, and it is no substitute for
Messiah. A circumcised man without a circumcised
heart stands exactly where Jeremiah 9 left him.
C H A P T E R T W E L V E
THEN WHY DO WE STILL KEEP THE SABBATH?
Now the opening challenge can be answered without flinching.
Every command points somewhere. The question is never, "Did
YAHWEH command it?" The question is:
HAS THE PROPHETIC TARGET ARRIVED?
Circumcision pointed to the circumcised heart and the Spirit-
filled covenant life. That substance has arrived.
Sacrifice pointed to the sacrifice of Messiah. That substance
has arrived.
The Sabbath points to the great seventh-day Kingdom rest —
the thousand-year reign that follows six millennial days of man.
That has not yet arrived.
There remaineth therefore a rest to the people of Elohim.
HEBREWS 4:9
The Feasts are "a shadow of things to come" (Colossians 2:17)
— still future. You do not throw away the map before you reach
the destination.
And Paul himself drew this exact line in a single sentence:
12
T H E C U T T I N G O F C O V E N A N T
Is any called in uncircumcision? let him not be circumcised.
Circumcision is nothing, and uncircumcision is nothing, but the
keeping of the commandments of Elohim.
1 CORINTHIANS 7:18–19
Read it again. The same apostle who said do not be circumcised
said keep the commandments. To Paul, those two statements
never contradicted each other. FHMI is not deciding what it
likes. It is asking the question the apostles asked — and
answering it the way they answered it.
13

WE DID NOT ABOLISH CIRCUMCISION
We returned to what circumcision was always trying to produce.
THE BLADE COULD CUT THE FLESH. IT COULD NOT
CUT REBELLION OUT OF THE HEART.
TORAH ITSELF PROMISED A DAY WHEN YAHWEH
WOULD DO THE CUTTING.
MESSIAH CAME. THE SPIRIT CAME. THE HEART
BECAME THE COVENANT BATTLEGROUND.
AND NOW PAUL CAN DECLARE: "WE ARE THE
CIRCUMCISION."

Q U E S T I O N S
COMMON OBJECTIONS ANSWERED
Genesis 17:13 calls circumcision an "everlasting
covenant." How can it change?
The covenant is everlasting — and it remains. What moved is the
place of the cutting. Torah also called the Levitical priesthood "a
perpetual statute" (Exodus 29:9) and the offerings "a statute for
ever" (Leviticus 6:18), yet their substance arrived in Messiah.
Forever-covenants find their fullness; they do not vanish.
Exodus 12:48 says no uncircumcised man may eat the
Passover. How can you keep Passover?
Paul told the uncircumcised believers at Corinth, "Messiah our
passover is sacrificed for us: therefore let us keep the feast" (1
Corinthians 5:7–8) — in the same letter that told them not to be
circumcised (7:18). The requirement stands; it is met in the heart
YAHWEH circumcised in baptism.
Wasn't YAHSHUA circumcised?
Yes, on the eighth day (Luke 2:21). He was born of Judah and "made
under the law" (Galatians 4:4), and He fulfilled every righteousness
required of Him. His circumcision confirms Judah's sign; it does not
lay that sign upon the returning tribes.
Doesn't Galatians 5 prove Torah is finished?
Read verse 4: "whosoever of you are justified by the law." Paul is
confronting circumcision used as justification — the Acts 15:1 error.
He is not repealing the Sabbath he kept.
Is voluntary circumcision now forbidden?
No. Paul circumcised Timothy for the sake of the work (Acts 16:3),
yet refused to let Titus be compelled (Galatians 2:3). For medical,
family, or conscience reasons a man is free. The sin is making it a
condition of covenant.
15
“If you keep the Sabbath,
why don’t you circumcise?”
It is one of the sharpest challenges ever thrown at Torah-observant
believers — and most have never heard a consistent answer. In this
foundational FHMI booklet, John Shane Vaughn walks from Abraham’s
tent to the Jerusalem council to show that circumcision was never
abolished. It was fulfilled — moved from the flesh to the heart, exactly as
Moses foretold.
Along the way you will learn the one question that separates commands
whose substance has arrived from commands still pointing to the Kingdom
ahead — and why the same apostle who said “be not circumcised” also said
“keep the commandments.”
THE BLADE COULD CUT THE FLESH.
IT COULD NOT CUT REBELLION OUT OF THE HEART.
SO YAHWEH DID THE CUTTING.
