President Trump has announced he is going live primetime. Now, we don't know definitely what it's about. There's a lot of innuendo, a lot of speculation. Professor Toto is going to give you one word. One word. Maduro. Okay? Just keep that wording in the back of your mind because President Trump and I'm fixing to reveal something to you that I believe is a path forward for the midterms. (00:44) It is believed that he is going to reveal declassified intelligence about foreign interference in the 2020 election. 2020 must be justified. There must be justice for 2020. Here's what we know. Back in January of this year the United States military went to Venezuela and they did not kill Maduro. They captured him alive and flew him to New York City when they could have just struck him like they did Saddam and like they did all the Ayatollahs and be done with it. (01:37) Why? Why fly in in some secret mission to grab the sitting president of Venezuela in Caracas? You don't go to all that trouble to capture a man unless you want that man to talk. So, and here's something I want you to understand. I believe that the president, Thursday night, is going to declare a national security emergency for the upcoming elections. (02:19) Now, if he does, I could be wrong. This is not prophecy. This is prognostication. Okay? This is me prognosticating. But normally, I have a good thumb on the pulse of these things. He is going to declare an emergency for our elections. Now, I want you to let that land. He's not going to give an executive order. I believe he's learned his lesson. (02:52) And not just another bill that's going to die a slow death in the Senate, like the Save America Act, but a national emergency. On the integrity of American elections, from declassified I believe he's going to lay out the case from declassified information to justify what he's about to do. And he's going to require voter ID, proof of citizenship, and severe limits on mail-in ballots. (03:28) And he's going to do it under his authority for a national emergency. And I believe he's going to end the voting machines for the midterms, paper ballots, and no counting of ballots for days and days past election day, and I believe he's going to do it all in the stroke of a pen, right before our waiting eyes. Now, the next question that you're all wondering, "NO, THERE'S NO WAY HE CAN do that and get by with it, huh?" Not so fast, little ones. (04:05) Not so fast. I'm going to zip it up, okay? But after 1983, in the ruling of Chada, that power for Congress is gone. To undo a presidential emergency now, it can be done. But here is what must happen. Congress would need a 2 third override. (05:47) Not only do they need a 2/3 override in the house, they also need 2/3 override in the Senate. All right, shut up. Both chambers, both have to pass a resolution by 2/3 to undo a presidential emergency. I'm sorry. I shouldn't laugh about such matters. 2/3. Nancy Pelosi couldn't get it. Chuck Schumer can't get it. (06:23) It's mathematically impossible. Which means the moment Donald Trump's pen touches the paper Thursday night, I pray I'm right. I want to be right because this would be right. If he touches that paper with a national emergency order for our elections, Congress can do nothing. That ruling has been sitting on the books since 1983 while the GOP Senate fumbled the Save Act for 18 months now. (07:05) Donald Trump has tried to go that route, but see, many of you were worried about the Save Act, and I told you 3 weeks ago, if it doesn't work, he's got something else up his sleeve. Now, of course, the lawyers will scream, and they'll run to the courts. Let them run because here's the beauty of an emergency declaration. While they're still fighting paperwork, the election will have already happened, and that that order will be in effect if Trump acts now. (07:42) So, that's the plan, I believe, and that's why Thursday night is a big night for America. 2020 must be justified.
