FOREWORD “The government shall be upon His shoulder, and of the increase of His government and peace there shall be no end.” — Isaiah 9:7 This doctrinal statement represents the core govern- mental beliefs of First Harvest Ministries International. We present these truths not as mere theological propo- sitions, but as living principles that must be embodied in the daily operations of covenant community. Our conviction is simple yet revolutionary: Yahweh governs through gathered assemblies, both in heaven and on earth. This pattern, established from creation and perfected in Yahshua the Messiah, provides the blueprint for all legitimate authority in every sphere of life. We reject the modern notion that faith is merely personal and private. We affirm that the Kingdom of Heaven operates as a government with laws, officers, assemblies, and judicial processes. Our calling is to model this heavenly order on earth through our fami- lies, congregations, and communities. These pages contain the governmental foundation upon which First Harvest Ministries International stands. They represent our covenant commitment to biblical order, legitimate authority, and the gathering of Yahweh’s people under His Word as King. May these truths transform how you understand au- thority, order, and your role in the advancing Kingdom of Heaven. CHAPTER 1: THE FOUNDATION OF GATHERING The First Principle Before government, there must be gathering. This foundational truth governs every move of Yahweh throughout Scripture and history. You cannot form a government until you first have a gathering. You can- not govern people you haven’t gathered. You cannot establish authority over people who refuse to assemble. Yahshua’s Model When Yahshua established His earthly government, He followed this pattern precisely. Before giving the twelve apostles authority, He first gathered them: “Follow Me” (Matthew 4:19) “Come and see” (John 1:39) “He appointed twelve” (Mark 3:14) “He called His disciples to Himself” (Luke 6:13) Only after gathering them did He delegate govern- mental authority: “He gave them power and authority” (Luke 9:1). Only after establishing relationship through gathering did He bestow kingdom rule: “You are those who have continued with Me... and I bestow upon you a kingdom” (Luke 22:28-29). The Biblical Pattern Every governmental move of Yahweh follows the gathering-to-government pattern: Creation: The divine council gathers in deliberation (“Let Us make man”), then exercises governmental au- thority over creation. Abraham: Called from Ur to gather a people, then receives covenant government and the promise of na- tions. Exodus: Israel gathers at Sinai before receiving Torah government and constitutional order. David: Gathers mighty men around his person before receiving kingdom government from Yahweh. Pentecost: 120 gather in the upper room before apos- tolic government is released on earth. Why Gathering Precedes Government Government requires the consent of the governed. Biblical authority flows through relationship, not mere position. Covenant necessitates witnesses and pub- lic agreement. Order emerges from unity, and unity emerges from assembly. Scattered people create scattered authority. Ungath- ered people remain ungoverned. This is why the enemy fights gathering so fiercely—he understands that once Yahweh’s people truly assemble for governmental pur- poses, his counterfeit kingdom is finished. The Gathering of the Lost Tribes We believe Yahweh is gathering the lost tribes in this end-time hour—not merely for fellowship or religious experience, but for governmental order. The promise of gathering scattered Israel involves the restoration of covenant government under Messiah’s rule. This gathering is both spiritual and practical. As Yahweh calls His people out of Babylon’s systems, He simultaneously calls them into His governmental order. The restoration includes both the people and the struc- ture that makes them a true nation under Yahweh. Our Present Calling Every assembly of First Harvest Ministries Interna- tional participates in this prophetic gathering. When we convene, we are not merely attending religious ser- vices—we are participating in the formation of heav- en’s government on earth. Our gatherings are govern- mental assemblies where the Word is King and order reflects heaven’s pattern. This understanding transforms how we approach as- sembly. We come not as consumers seeking entertain- ment, but as citizens participating in governance. We gather not for inspiration alone, but for the formation of sustainable kingdom order that can advance Yah- weh’s rule in the earth. CHAPTER 2: HEAVEN’S GOVERNMENTAL PATTERN The Divine Council Scripture reveals that heaven operates as an ordered government with assembly, deliberation, and decree. This is not metaphorical language—it describes the actual structure of divine rule: “Yahweh stands in the assembly of El; He judges among the gods” (Psalm 82:1) “The heavens praise Your wonders, Yahweh, Your faithful- ness in the assembly of the holy ones... Yahweh is feared in the council of the holy ones” (Psalm 89:5-7) “I saw Yahweh sitting on His throne, and all the host of heaven standing by Him on His right hand and on His left. And Yahweh said, ‘Who will persuade Ahab?’” (1 Kings 22:19-20) The Elements of Heaven’s Government Heaven’s government contains specific elements that earthly government must mirror: • Throne: Representing ultimate sovereignty and final authority • Books: Containing law, records, and judicial pro- ceedings • Council: Assembled beings who deliberate and ad- vise • Assembly: Gathered hosts who witness and execute decisions Decrees: Binding decisions issued through proper pro- cess Heaven in Session The book of Daniel provides the clearest picture of heaven’s governmental proceedings: “I watched till thrones were put in place, and the Ancient of Days was seated... A thousand thousands ministered to Him; ten thousand times ten thousand stood before Him. The court was seated, and the books were opened” (Daniel 7:9-10). This is not eternal worship—this is governmental process. Heaven operates through convened assemblies that deliberate, judge, and decree according to estab- lished law and order. The Pattern for Earth The revelation of heaven’s government provides the pattern for earth’s government. As Yahshua taught us to pray, “Your kingdom come, Your will be done on earth as it is in heaven” (Matthew 6:10). This includes govern- mental structure, not merely individual obedience. Heaven’s assembly pattern appears throughout Scrip- ture in earthly contexts: • The Seventy Elders: Gathered to bear governmental burden with Moses (Numbers 11:16-17) • The Feasts: Holy convocations that function as standing governmental sessions (Leviticus 23) The Apostolic Council: Convened to deliberate and issue binding decrees (Acts 15) Assembly Creates Authority Heaven’s pattern reveals that authority is corporate and convened. Individual power divorced from as- sembly accountability becomes tyranny or witchcraft. Legitimate authority requires gathering, deliberation, witness, and public process. This is why Yahshua said, “Where two or three are gath- ered together in My name, I am there in the midst of them” (Matthew 18:20). The context is governmental—binding and loosing authority exercised through assembled process, not individual decree. The Law as King In heaven’s government, law reigns supreme. Even the divine council operates according to established order and procedure. There is no arbitrary rule or per- sonal whim—everything proceeds according to the constitution of heaven’s kingdom. This principle must govern earthly assemblies. The Word of Yahweh must be King, not the preferences of leaders or the emotions of crowds. Constitutional or- der, based on Scripture, provides the framework within which all authority operates. Rebellion Against Heaven’s Pattern Scripture identifies rebellion as “the sin of witchcraft” (1 Samuel 15:23) because it seeks power without sub- mission to heaven’s governmental order. The mystery of lawlessness operates by rejecting assembly account- ability and constitutional limits. Those who exercise authority apart from proper gath- ering, deliberation, and accountability mirror Satan’s original rebellion—seeking to rule without submission to heaven’s governmental pattern. CHAPTER 3: THE NATURE OF DIVINE AUTHORITY Authority Defined Authority is the right to rule, command, and expect obedience. Biblical authority differs fundamentally from worldly power in its source, structure, and pur- pose. All legitimate authority derives from Yahweh and must operate according to His governmental princi- ples. The Source of Authority “There is no authority except from Yahweh, and the authori- ties that exist are appointed by Yahweh” (Romans 13:1). This does not mean Yahweh approves every ruler, but that the principle of authority itself is divine in origin. Legitimate authority must therefore: Acknowledge its divine source Operate within biblical boundaries Submit to higher authority Serve the purposes of justice and order Delegated, Not Inherent Human authority is always delegated, never inherent. Leaders hold authority in trust, not in ownership. This delegation can be withdrawn when leaders violate their commission or exceed their jurisdiction. Yahshua demonstrated this principle: “All authority has been given to Me in heaven and on earth” (Matthew 28:18). Even the Son of Yahweh received authority by delega- tion from the Father, not by inherent right. The Limits of Authority Biblical authority operates within defined spheres and purposes. No human authority is absolute or un- limited. Each sphere of authority has: 1. Jurisdictional Boundaries: Civil government cannot rule the church; church authority cannot microman- age families; family authority cannot override con- gregational order. 2. Constitutional Limits: All authority must operate according to Scripture and established covenant. 3. Moral Boundaries: Authority cannot command sin or operate contrary to Yahweh’s character. 4. Accountability Structures: Leaders must submit to oversight and correction within their sphere. The Purpose of Authority Biblical authority exists to: Reward good and restrain evil (Romans 13:3-4) Protect the innocent and vulnerable Maintain order and peace Advance righteousness and justice Create conditions for human flourishing under Yah- weh’s rule Authority that fails these purposes loses its legitimacy and mandate. Authority and Submission Submission to legitimate authority is a command of Scripture, not merely a suggestion. However, sub- mission is not absolute—when human authority com- mands what Yahweh forbids, or forbids what Yahweh commands, we must “obey Yahweh rather than men” (Acts 5:29). Proper submission includes: 1. Honor for the office, even when disagreeing with decisions 2. Following proper channels for appeal and correc- tion 3. Accepting consequences when conscience requires resistance 4. Working to restore legitimate authority when it has been corrupted The Test of Legitimacy Not all claims to authority are legitimate. Biblical tests for authority include: 1. Divine Calling: Clear evidence of Yahweh’s appoint- ment through proper process 2. Covenant Basis: Authority established through proper covenant and witnesses 3. Fruitful Results: Authority that produces order, jus- tice, and blessing 4. Constitutional Operation: Authority that operates within its proper sphere and limits Authority in the Assembly Church authority operates through the pattern of gathered assemblies under the Word as King. This in- cludes: 1. Apostolic Authority: Setting order, guarding doc- trine, ordaining leadership 2. Elder Authority: Local oversight, discipline, and pastoral care 3. Corporate Authority: Assembly decisions through proper process Our Commitment First Harvest Ministries International recognizes that authority is both a gift from Yahweh and a stewardship responsibility. We commit to: • Exercise authority according to biblical pattern • Submit to legitimate authority in all spheres • Resist illegitimate claims to authority through proper process • Train leaders who understand the weight and limits of authority CHAPTER 4: COVENANT GOVERNMENT ON EARTH Covenant as Constitution When Yahweh gathered Israel at Sinai, He estab- lished far more than religious law—He created a constitutional government with Israel as a covenant nation. The Torah functions as Israel’s constitution, establishing governmental structure, judicial process, and national identity. This pattern provides the blueprint for all covenant communities. A covenant is essentially a constitution that establishes: • The parties involved • The terms of relationship • The structure of authority • The consequences of compliance or violation • The process for renewal and amendment The Sinai Model The events at Sinai reveal the essential elements of covenant government: • Assembly: The people gathered at the mountain (Exodus 19:17) • Constitution: The Torah given as fundamental law (Exodus 20-23) • Ratification: Public reading and agreement (Exodus 24:7) • Officers: Priesthood and elders appointed (Exodus 28; Numbers 11) • Enforcement: Judicial system established (Exodus 18:21-26) The Feast System as Government Leviticus 23 establishes the feast system as miqrā’ qōdesh—holy convocations or governmental assem- blies. These are not religious holidays but standing sessions of covenant government where: 1. Law is read publicly (Deuteronomy 31:10-13) 2. Cases are adjudicated (Psalm 122:4-5) 3. Covenants are renewed 4. Officers are commissioned 5. National business is conducted New Covenant Government The New Covenant, sealed in Yahshua’s blood, estab- lishes governmental order for the assembly of believ- ers. This includes: 1. Constitutional Authority: Scripture as the supreme law (2 Timothy 3:16-17) 2. Governmental Structure: Apostles, elders, deacons (Ephesians 4:11-16) 3. Judicial Process: Matthew 18 procedure for disci- pline and restoration 4. Assembly Authority: Corporate binding and loos- ing (Matthew 18:18-20) 5. Appeal Process: Apostolic councils for major dis- putes (Acts 15) The Keys of the Kingdom When Yahshua gave the keys of the kingdom, He es- tablished governmental authority in the earth: “Whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven” (Mat- thew 16:19; 18:18). This authority operates through: 1. Gathered assembly, not individual decree 2. Proper process following Matthew 18 3. Submission to apostolic oversight 4. Accountability to Scripture as King Local Assembly Government Each local assembly operates as a covenant commu- nity with governmental structure: 1. Constitutional Foundation: Local covenant based on Scripture 2. Leadership Structure: Elders, District Ministers 3. Judicial Process: Discipline, restoration, appeals Legislative Function: Policy decisions through proper process 4. Executive Function: Implementation of assembly decisions 5. Regional and National Structure 6. Covenant government includes connections beyond local assemblies: 7. District Level: Regional oversight and coordination 8. National Level: Apostolic councils and appeals courts 9. International Level: Connections with covenant assemblies globally This structure prevents isolation while maintaining local autonomy within constitutional bounds. CHAPTER 5: OFFICES AND ORDER IN THE ASSEMBLY The Government Gifts Ephesians 4:11-16 establishes the governmental gifts that Yahshua gave to His body: “And He Himself gave some to be apostles, some prophets, some evangelists, and some pastors and teachers, for the equipping of the saints for the work of ministry, for the edifying of the body of Mes- siah.” These are not merely ministry titles—they are gov- ernmental offices with specific authority, responsibil- ity, and accountability. Each office serves the consti- tutional order of the assembly and the advancement of the Kingdom. Apostolic Authority Apostles function as constitutional guardians and sys- tem architects: 1. Doctrinal Authority: Guard and establish founda- tional truth (Ephesians 2:20) 2. Governmental Authority: Set order and structure (Titus 1:5) 3. Judicial Authority: Handle major disputes and ap- peals (Acts 15) 4. Ordination Authority: Commission and install offi- cers (1 Timothy 4:14) 5. Network Authority: Connect and coordinate assem- blies (2 Corinthians 11:28) Pastoral Authority Pastors serve as local shepherds with day-to-day gov- ernmental responsibility: 1. Feeding Authority: Teach and apply the Word to specific situations (Acts 20:28) 2. Protective Authority: Guard the flock from wolves and false doctrine (Acts 20:29-31) 3. Unifying Authority: Maintain peace and resolve conflicts (Ephesians 4:3) 4. Disciplinary Authority: Implement Matthew 18 process with elders (1 Timothy 5:20) 5. Oversight Authority: Watch over souls with ac- countability (Hebrews 13:17) Elder Council Elders function as the judicial and oversight council of the local assembly: 1. Judicial Authority: Sit at the gates and adjudicate disputes (Ruth 4:1-11) 2. Oversight Authority: Watch over doctrine and con- duct (Acts 20:28) 3. Disciplinary Authority: Implement church disci- pline process (1 Timothy 5:20) 4. Ordination Authority: Participate in commission- ing officers (1 Timothy 4:14) 5. Financial Authority: Oversee assembly resources (1 Peter 5:2) 6. Elder authority operates corporately—individual elders cannot make binding decisions alone. Scripture: The ultimate constitution and final authority CHAPTER 6: THE FOUR SPHERES OF AUTHORITY Divine Order in Every Sphere Yahweh governs through delegated authority in four distinct spheres: family, congregation, vocation, and civil government. Each sphere has its own authority structure, jurisdiction, and accountability. Understand- ing these spheres prevents both anarchy and tyranny while establishing order in every area of life. The General Principle The governing principle for all spheres is: Honor authority unless it commands sin; then obey Yahweh and bear consequences respectfully (Daniel 3; Daniel 6; Acts 5:29). This principle maintains order while protecting con- science and preventing the abuse of authority. Family Government The family is the foundational governmental unit es- tablished by Yahweh: Husband Authority: “Wives, submit to your own hus- bands, as to the Lord” (Ephesians 5:22) Spiritual leadership and protection Final decision-making responsibility Provision and care for family needs Accountability to Yahweh for family direction Father Authority: “Children, obey your parents in the Lord, for this is right” (Ephesians 6:1) Training and discipline of children Modeling godly character and values Preparing children for adult responsibilities Creating family culture and traditions Limits: Family authority cannot contradict Scripture, harm family members, or interfere with higher author- ities’ legitimate jurisdiction. Congregational Government The assembly operates as a covenant community under spiritual authority: Apostolic Authority: “Obey those who rule over you, and be submissive, for they watch out for your souls” (Hebrews 13:17) Spiritual oversight and protection Teaching and application of Scripture Discipline and restoration process Pastoral care and guidance Assembly Authority: “Tell it to the church” (Matthew 18:17) Corporate decisions through proper process Binding and loosing authority Officer selection and accountability Resource allocation and mission direction Limits: Congregational authority cannot contradict Scripture, interfere with family government, or usurp civil authority. Vocational Government Work relationships involve legitimate authority structures: Employer Authority: “Servants, be obedient to those who are your masters according to the flesh” (Ephesians 6:5) Direction of work activities Performance standards and evaluation Compensation and benefits determination Workplace policies and procedures Professional Authority: Respect for expertise and cre- dentials in specialized fields Medical professionals in health matters Legal professionals in law matters Educational professionals in learning matters Technical professionals in their specialties Limits: Vocational authority cannot command sin, violate conscience, or interfere with higher authorities’ jurisdiction. Civil Government Yahweh establishes civil authority for order and jus- tice: Governmental Authority: “Let every soul be subject to the governing authorities” (Romans 13:1) Law enforcement and judicial process National defense and security Infrastructure and public services Taxation for legitimate governmental functions Respect Requirements: “Honor the king” (1 Peter 2:17); “You shall not speak evil of a ruler” (Exodus 22:28) Honor for office regardless of personal opinion Respectful language even when disagreeing Prayer for leaders and their decisions Participation in legitimate political process Limits: Civil authority cannot command what Yahweh forbids, forbid what Yahweh commands, or exceed its constitutional boundaries. Jurisdictional Boundaries Each sphere must respect the others’ legitimate juris- diction: Family sphere governs marriage, child-rearing, and household management Congregational sphere governs spiritual matters, church discipline, and assembly life Vocational sphere governs work relationships and pro- fessional standards Civil sphere governs public order, justice, and national interests Conflicts arise when one sphere attempts to govern outside its jurisdiction or when authorities within spheres exceed their proper bounds. When Authorities Conflict When authorities in different spheres give conflicting commands: Scripture takes precedence over all human authority Higher authority takes precedence in overlapping ju- risdictions Proper sphere takes precedence in jurisdictional dis- putes Conscience must be protected while accepting conse- quences Resistance and Submission Legitimate resistance occurs when: Authority commands what Scripture forbids Authority forbids what Scripture commands Authority exceeds its proper jurisdiction Authority operates without constitutional accountabil- ity Even in resistance, believers must: Maintain respectful attitude and language Use proper channels for appeal and correction Accept consequences while maintaining principle Work to restore legitimate authority Our Application First Harvest Ministries International members com- mit to: Honor authority in all four spheres Respect jurisdictional boundaries Follow proper process for disputes Model godly submission and leadership Train others in biblical authority principles Create cultures of honor in every sphere CHAPTER 7: LEGITIMATE GOVERNMENT VS. USURPATION The Principle of Legitimacy Yahweh ordains the principle of government, but not every claim to authority is legitimate. We must distin- guish between genuine authority that deserves honor and submission, and usurpation that demands resis- tance. We honor legitimate authority and defy usurpa- tion—not because we hate government, but because we love it enough to protect it. Six Tests of Legitimacy 1. Covenant-Based Authority (Deuteronomy 17:14-20) Legitimate authority operates under constitutional limits with the Word as King: Leaders submit to Scripture, not just demand submis- sion Constitutional boundaries limit and define authority Personal preference cannot override established law Regular accountability to fundamental covenant 2. Jurisdictional Boundaries Legitimate authority operates within its proper sphere: Civil government cannot rule the church Church authority cannot micromanage families Family authority cannot override congregational order Professional authority stays within expertise boundar- ies Illustration: If a stranger declared “MY NAME IS HUSBAND,” no woman would obey him because he has no covenant, no witnesses, no legitimate relation- ship. The claim itself proves its illegitimacy. 3. Lawful Origin (2 Samuel 5:1-3; 2 Kings 11:12-17) Legitimate authority is established through proper process: Right procedure with public covenant Witnesses to commissioning and installation Proper ordination or constitutional election Accountability structures established from the begin- ning 4. Justice in Practice (Romans 13:3-4; Deuteronomy 16:18-20) Legitimate authority produces righteous results: Rewards good and restrains evil consistently Protects innocent and punishes wrongdoing Applies law equally without favoritism Creates peace and order, not chaos and oppression 5. Oath and Accountability Legitimate authority operates under binding commit- ments: Swears to uphold established charter Submits to oversight and correction Keeps promises and admits failures publicly Can be removed through proper process if unfaithful 6. Fruitful Results Legitimate authority is known by its fruits: Creates order and stability over time Builds up rather than constantly tearing down Protects the weak and vulnerable Advances righteousness and justice in the earth When Resistance Becomes Obedience Scripture provides clear examples of when defying hu- man authority becomes obedience to divine authority: Exodus 1:17: Hebrew midwives refuse Pharaoh’s com- mand to murder babies Daniel 3: Shadrach, Meshach, and Abed-Nego refuse to worship the golden image Daniel 6: Daniel continues praying despite the king’s decree Acts 5:29: Apostles declare, “We ought to obey Yahweh rather than men” 2 Kings 11: Jehoiada leads constitutional resistance against usurper Athaliah Guardrails for Legitimate Resistance When conscience requires resistance to illegitimate authority: Honor Posture (Exodus 22:28; Ecclesiastes 10:20): Re- spect the office even when defying the order Due Process First (Acts 15; Esther 8): Use legal chan- nels before civil disobedience Public and Witnessed (Daniel 3:16-18): No secret plots or hidden agendas Accept Consequences (Daniel 6:10): Submit to punish- ment while maintaining principle Restore Proper Order (2 Kings 11:12-17): Work to es- tablish legitimate constitutional authority The Spirit of Resistance Biblical resistance to usurpation maintains: Respectful Language: Never speaking evil of rulers or mocking authority Clear Conscience: Resistance based on Scripture, not personal preference Public Process: Open, witnessed actions that can be examined and judged Constructive Purpose: Working to restore legitimate government, not destroy order Peaceful Method: Avoiding violence while maintaining firm principle Modern Applications Usurpation occurs when: Authority exceeds constitutional boundaries Leaders refuse accountability to established law Proper process is bypassed for expedient results One sphere attempts to govern outside its jurisdiction Force is used without constitutional authorization Our Testimony FHMI’s position is clear: We are not anti-government; we honor lawful authority while calling out illegitimate claims to power. When faced with usurpation, prin- cipled noncompliance proves our love for legitimate government. Key Principle: Defying a pretender isn’t hating gov- ernment; it’s loving legitimate government enough to guard it. Training for Discernment First Harvest Ministries International trains its mem- bers to: Recognize the difference between legitimate authority and usurpation Honor authority even while disagreeing with specific decisions Use proper channels for appeal and correction Resist illegitimate claims through appropriate process Model respect for authority in all spheres Train the next generation in these principles Practical Wisdom In cases of disputed authority: Study the constitutional foundations carefully Seek counsel from mature believers Use proper appeal processes first Document all interactions and decisions Maintain honor and respect throughout Focus on principle, not personality Work for long-term constitutional solutions CHAPTER 8: HOLY RESISTANCE AND PROPHETIC CALLING The Prophetic Tradition Throughout Scripture, Yahweh raises up voices to call leaders and nations back to constitutional order. This prophetic tradition includes kings, priests, and prophets who risk position and safety to confront ille- gitimate authority and call for return to covenant gov- ernment. Biblical Models of Holy Resistance Nathan confronting David (2 Samuel 12): Challenging royal authority when it violates divine law Elijah confronting Ahab (1 Kings 18): Standing against state-sponsored idolatry Jeremiah confronting Zedekiah (Jeremiah 37-38): Warn- ing against political alliance that violates covenant John the Baptist confronting Herod (Mark 6:18): Call- ing out personal sin in high places Paul confronting Peter (Galatians 2:11): Resisting apos- tolic authority when it compromises principle The Pattern of Prophetic Resistance Legitimate prophetic resistance follows consistent patterns: Divine Commission: Clear calling from Yahweh, not personal ambition Constitutional Basis: Grounded in Scripture and es- tablished covenant Public Declaration: Open confrontation, not secret undermining Personal Cost: Willingness to suffer consequences for principle Redemptive Purpose: Aimed at restoration, not de- struction Respectful Manner: Honoring office while confront- ing sin The Role of the Watchman Ezekiel 33:1-9 establishes the watchman principle: Those who see danger have obligation to warn, regard- less of personal cost or popular reception. This creates both privilege and responsibility for those who discern threats to constitutional order. The watchman’s duties include: Vigilant observation of conditions and trends Clear warning when danger is discerned Faithful declaration regardless of reception Personal accountability for faithful witness Protection of the people through truth-telling Interposition Doctrine Scripture establishes the principle of interposition— lesser magistrates have duty to resist higher authorities when they violate constitutional bounds: Shiprah and Puah (Exodus 1:17): Midwives resist Pha- raoh’s genocidal command Jonathan (1 Samuel 20): Prince resists father’s unjust pursuit of David City officials (Acts 17:6-9): Local magistrates protect apostles from mob violence Gamaliel (Acts 5:34-40): Sanhedrin member defends apostles’ rights This doctrine protects people when higher authorities exceed legitimate bounds. The Limits of Prophetic Authority Prophetic resistance operates within defined boundar- ies: Scripture Alone: Resistance must be based on clear biblical principle, not personal opinion Proper Process: Using available legal and constitution- al channels first Jurisdictional Respect: Not exceeding one’s own sphere of authority Character Integrity: Maintaining personal holiness and credibility Peaceful Method: Avoiding violence while maintaining firm principle Redemptive Spirit: Seeking restoration of legitimate authority The Cost of Prophetic Ministry True prophetic ministry involves inevitable cost: Social Isolation: Being misunderstood by friends and colleagues Economic Pressure: Loss of income or professional opportunities Political Opposition: Resistance from those in power Personal Danger: Physical threats and legal conse- quences Spiritual Warfare: Intense demonic opposition Family Impact: Consequences affecting loved ones The Rewards of Faithfulness Scripture promises specific rewards for faithful resis- tance to illegitimate authority: Divine Protection: Yahweh’s covering in times of dan- ger Spiritual Authority: Increased anointing and effective- ness Historical Vindication: Eventually being proven right Eternal Reward: Treasure in heaven for faithful witness Generational Impact: Influence extending to children and disciples Constitutional Reform: Actual change in governmental structure End-Time Prophetic Calling In the last days, Yahweh will raise up voices to: Call His people out of Babylon’s systems Expose illegitimate claims to authority Establish kingdom government in the earth Prepare the way for Messiah’s return Restore constitutional order to nations This calling requires: Deep understanding of biblical government Courage to confront popular deception Wisdom to distinguish legitimate from illegitimate authority Patience to work for long-term constitutional change Faith to act on principle regardless of immediate re- sults First Harvest Ministries International’s Pro- phetic Role First Harvest Ministries International accepts its pro- phetic calling to: Teach Constitutional Government: Training believers in biblical authority principles Model Kingdom Order: Demonstrating heaven’s gov- ernment in assembly life Confront Illegitimate Authority: Speaking truth to power when conscience requires Support Legitimate Authority: Honoring proper gov- ernment in all spheres Prepare Coming Generation: Training leaders who un- derstand these principles Practical Application Members of First Harvest Ministries International commit to: Study biblical principles of government and authority Develop discernment between legitimate and illegiti- mate claims Use proper channels for addressing governmental con- cerns Support legitimate authority even when disagreeing with decisions Accept personal cost when principle requires resis- tance Train others in these essential distinctions The Ultimate Authority All human authority is temporary and delegated. The ultimate test of any governmental claim is conformity to the Word of Yahweh and advancement of His king- dom purposes. When human authority aligns with di- vine authority, we submit gladly. When it conflicts, we obey Yahweh and accept the consequences with honor and respect. CHAPTER 9: END-TIME SIGNS AND KINGDOM RESPONSE The Prophetic Warning Scripture provides clear warning about the character of authority in the last days. Two passages specifical- ly identify governmental attitudes that mark the end times: “But know this, that in the last days perilous times will come: For men will be lovers of themselves, lovers of money, boasters, proud, blasphemers, disobedient to parents, un- thankful, unholy, unloving, unforgiving, slanderers, without self-control, brutal, despisers of good, traitors, headstrong, haughty, lovers of pleasure rather than lovers of Yahweh” (2 Timothy 3:1-4). “Bold and arrogant, they are not afraid to slander celestial beings... these people blaspheme in matters they do not un- derstand... They are presumptuous, self-willed. They are not afraid to speak evil of dignitaries” (2 Peter 2:10; Jude 8). Characteristics of Government Despisers The last-days spirit manifests specific attitudes toward authority: Presumptuous: Assuming authority they don’t legiti- mately possess Self-Willed: Submitting only to their own desires and opinions Unafraid of Dignities: Mocking leaders without proper fear or respect Allergic to Gates: Avoiding processes, procedures, and accountability structures Hate Elders: Resisting oversight and experienced wis- dom Love Chaos: Preferring disorder to structured authority Modern Manifestations This end-time spirit appears in contemporary culture through: Individual Platforms Over Institutional Accountabil- ity: Social media influence without submission to any governing body Viral Moments Over Sustained Movements: Preferring momentary impact over long-term institutional change Influence Without Submission: Wanting to lead with- out being led Crowds Without Commitment: Gathering without cov- enant responsibility Inspiration Without Implementation: Emotional re- sponse without structural follow-through Society Without Structure: Relationships without the government that protects them The Root Problem The fundamental issue is the modern belief that rela- tionships alone can sustain community and advance kingdom purposes. But relationships have never built empires—only government has. This generation wants: The fruit without the root The blessing without the structure that creates bless- ing The authority without the accountability that legiti- mizes authority The influence without the submission that creates sus- tainable influence Why Social Movements Die Every social movement that lacks governmental struc- ture eventually dies because: There’s no constitutional continuity Personal relationships cannot sustain institutional pressure Emotional unity cannot withstand doctrinal disagree- ment Informal authority becomes arbitrary authority The Spirit of Antichrist The mystery of lawlessness (2 Thessalonians 2:7) spe- cifically opposes governmental order: It loves power but hates structure It craves influence but despises accountability It wants authority without submission It seeks to rule without being ruled It promotes chaos while promising freedom This spirit infiltrates even the church, creating: Churches without true Apostolic authority: Individual ministries without apostolic oversight Prophetic voices without institutional connection Worship without government Inspiration without implementation Judges 21:25 Syndrome “In those days there was no king in Israel; everyone did what was right in his own eyes.” This condition describes a society that has rejected governmental order: No recognized authority structure Individual preference over collective law Fragmentation instead of unity Chaos instead of order Every person claiming equal authority The Kingdom Response While the world despises government, the Kingdom of Heaven advances through governmental order. Our response includes: Rebuild the Gates (Nehemiah 3): Restore proper au- thority structures Create Honor Culture (Romans 12:10; 1 Peter 2:17): Model respect for legitimate authority Practice Loving Discipline (1 Corinthians 5; 2 Thessa- lonians 3:6): Implement biblical correction Establish Household Order: Family altars, Sabbath ta- bles, blessing ceremonies Training the Remnant In this hour, Yahweh is raising up a remnant who will: Love order, authority, and gathering Model kingdom government in their spheres Train the next generation in governmental principles Establish sustainable institutional structures Prepare for Messiah’s governmental rule The Final Test The ultimate test of end-time believers will be their response to governmental authority. Will they: Submit to legitimate authority even when inconve- nient? Honor leaders even when disagreeing with decisions? Follow proper process even when emotions run high? Maintain order even when others choose chaos? Build institutions even when others prefer indepen- dence? First Harvest Ministries International’s Counter-Cultural Stand In a generation that despises government, First Har- vest Ministries International declares: • We love order because Yahweh is a God of order • We love authority because authority comes from Yahweh • We love gathering because gathering enables gov- ernment • We love structure because structure sustains move- ments • We love accountability because accountability pro- tects everyone • We love institutions because institutions outlast individuals Practical Applications First Harvest Ministries International members demonstrate kingdom values by: In Families: Establishing clear authority structures and honor culture In Congregations: Submitting to Apostolic five-fold authority and proper process In Workplaces: Honoring supervisors and following chain of command In Communities: Respecting civil authority and engag- ing proper channels In Nation: Praying for leaders and participating in le- gitimate political process The Promise Those who embrace governmental order in this hour position themselves for greater authority in the coming kingdom. “He who is faithful in what is least is faithful also in much” (Luke 16:10). The government that shall be upon Messiah’s shoul- der will be administered through those who learned to submit to authority, honor process, and maintain order even when it was unpopular. CHAPTER 10: PRACTICAL IMPLEMENTATION Elder & Ministry Commissioning First Harvest Ministries International uses formal vows to establish covenant accountability between offi- cers and assemblies: Officer Vow: “I vow before Yahweh and this congregation to uphold His Word, judge without partiality, submit to my fellow elders, guard the flock from wolves, and serve without greed or fear. So help me Yahweh, through Yahshua the Messiah.” Congregational Vow: We receive these Elders and ministers as Yahweh’s gift to this house. We will honor, pray, and obey in all things law- ful; and when confronted, we will submit to Matthew 18 and the gates. We reject contempt, gossip, and factions. We will gather so that Yahweh may govern.” Apostolic Decree: “By the authority given me in Yahshua, I set in order dis- trict ministers, elders, and deacons for the peace of this house. Let there be gates in every city, shepherds in every flock, and justice in our streets—that we may grow from society to covenant nation, to the glory of Yahweh. Amen.” House Laws First Harvest Ministries International operates accord- ing to seven fundamental house laws: 1. Law of Gathering: Sabbath and feasts are required governmental sessions, not optional social events 2. Law of the Gates: Elders judge all disputes by Scrip- ture; no social media trials or gossip campaigns 3. Law of Witnesses: All accusations require two or three witnesses following Matthew 18 sequence 4. Law of Appeals: District → State - Regional → Apos- tolic process protects both accused and accusers 5. Law of Provision: Tithes and offerings fund officers, poor, and mission work according to biblical priority 6. Law of Records: All doctrines of the assembly are clearly written and documented for all. 7. Law of Restoration: Discipline aims at restoration and healing, not punishment or rejection Assembly Structure First Harvest Ministries International assemblies oper- ate through four levels of governmental organization: Headquarters Congregation (Weekly): Region, State & District Assembly (As Planned): National Convocations (Annual Feasts): Whole movement gathering for governmental business Public reading of constitutional documents Major policy decisions and structural changes Commissioning of apostolic and episcopal officers Matthew 18 Process All discipline follows the biblical pattern with modern safeguards: Step 1 - Private Confrontation: Face-to-face conversation between individuals Focus on facts, not feelings or interpretations Documentation of date, location, and basic content Reasonable time allowed for response and change Step 2 - Witnessed Confrontation: Two or three witnesses present for second conversa- tion Witnesses chosen for spiritual maturity and wisdom Clear presentation of issue and desired resolution Documentation by witnesses for accuracy Step 3 - Elder Review: Formal presentation to elder council Review of documentation and witness testimony Investigation of facts and circumstances Decision regarding discipline or dismissal Step 4 - Assembly Action: Public presentation if elders determine necessity Assembly decision through proper voting process Implementation of discipline with restoration goal Regular review for progress toward restoration Financial Governance First Harvest Ministries International handles resourc- es according to biblical and legal requirements: Tithe Distribution: 100% of the tithe goes to the Priestly work of the 3rd temple. We understand that these are not merely theological concepts but practical commitments that must govern our daily lives and organizational opera- tions. Our Commitment to Gathering We commit ourselves to the principle that gathering precedes government. We will: Prioritize assembly over individual preference Attend required gatherings except for genuine emer- gency Participate actively in governmental process Support the gathering of others through encourage- ment and practical assistance Maintain the governmental purpose of our assemblies Our Commitment to Biblical Authority We commit ourselves to the Word of Yahweh as King over all human authority. We will: Submit all decisions to biblical standards as taught by the founder of FHMI, Pastor Shane Vaughn. Honor legitimate authority in all four spheres Our Commitment to Governmental Order We commit ourselves to proper structure and process in all our affairs. We will: Maintain constitutional governance in our assemblies Follow proper procedures even when inconvenient Submit to officer authority within proper bounds Hold officers accountable through appropriate chan- nels Support the development of sustainable institutional structures Our Commitment to Honor Culture We commit ourselves to modeling respect for authority in every sphere. We will: Speak honorably of leaders even when disagreeing with decisions Follow proper channels for addressing concerns Pray for those in authority over us Teach our children to honor authority Create cultures of respect in our homes, workplaces, and communities Our Commitment to Training We commit ourselves to developing the next genera- tion in these principles. We will: Study and teach biblical governmental principles Train emerging leaders in proper authority structures Establish family governments that model kingdom order Support educational initiatives that advance these principles Pass on institutional knowledge and wisdom Our Commitment to Reformation We commit ourselves to working for governmental ref- ormation in every sphere. We will: Support legitimate reform efforts in civil government Work for biblical order in congregational life Establish proper authority structures in our families Model integrity and honor in our vocational responsi- bilities Pray and work for the advancement of Messiah’s gov- ernment Our Commitment to Sacrifice We understand that commitment to biblical govern- ment may require personal sacrifice. We will: Accept economic cost when principle requires resis- tance Endure social isolation when necessary for constitu- tional stands Risk professional advancement rather than compro- mise biblical standards Face political opposition when defending legitimate authority Count the cost and remain faithful regardless of conse- quences Our Covenant Renewal We pledge to review and renew this commitment an- nually, understanding that covenant requires regular reaffirmation. We will: Examine our faithfulness to these principles Correct any areas where we have failed Strengthen our commitment where we have grown weak Add new understanding as Yahweh gives revelation Maintain accountability to one another in these mat- ters The Final Declaration No gathering, no government. Relationships have never built empires—only govern- ment has. We choose holy gatherings so holy government may rest on us. We will love order, love authority, love gathering, and model the Kingdom now—in our homes, our congrega- tion, and our city. Yahweh’s Word is King! Yahshua is Lord! Amen! The Eternal Perspective We understand that our commitment to governmental order prepares us for the eternal kingdom where “the government shall be upon His shoulder, and of the increase of His government and peace there shall be no end” (Isaiah 9:7). Those who learn to submit to authority, honor process, and maintain order in this present age position them- selves for greater responsibility in the age to come. We choose to be faithful in little so that we may be faithful in much. As in heaven, so on earth. First Harvest Ministries International Year of Our Lord 2025 This doctrinal statement represents the official position of First Harvest Ministries International on matters of government, authority, and assembly order. It serves as both instruction for members and declaration to the broader community of our governmental commitments and con- stitutional foundations.
