FOREWORD
“The government shall be upon His shoulder, and of the increase of
His government and peace there shall be no end.” — Isaiah 9:7
This doctrinal statement represents the core govern-
mental beliefs of First Harvest Ministries International.
We present these truths not as mere theological propo-
sitions, but as living principles that must be embodied
in the daily operations of covenant community.
Our conviction is simple yet revolutionary: Yahweh
governs through gathered assemblies, both in heaven
and on earth. This pattern, established from creation
and perfected in Yahshua the Messiah, provides the
blueprint for all legitimate authority in every sphere of
life.
We reject the modern notion that faith is merely
personal and private. We affirm that the Kingdom of
Heaven operates as a government with laws, officers,
assemblies, and judicial processes. Our calling is to
model this heavenly order on earth through our fami-
lies, congregations, and communities.
These pages contain the governmental foundation
upon which First Harvest Ministries International
stands. They represent our covenant commitment to
biblical order, legitimate authority, and the gathering
of Yahweh’s people under His Word as King.
May these truths transform how you understand au-
thority, order, and your role in the advancing Kingdom
of Heaven.
CHAPTER 1:
THE FOUNDATION OF GATHERING
The First Principle
Before government, there must be gathering. This
foundational truth governs every move of Yahweh
throughout Scripture and history. You cannot form a
government until you first have a gathering. You can-
not govern people you haven’t gathered. You cannot
establish authority over people who refuse to assemble.
Yahshua’s Model
When Yahshua established His earthly government,
He followed this pattern precisely. Before giving the
twelve apostles authority, He first gathered them:
“Follow Me” (Matthew 4:19)
“Come and see” (John 1:39)
“He appointed twelve” (Mark 3:14)
“He called His disciples to Himself” (Luke 6:13)
Only after gathering them did He delegate govern-
mental authority: “He gave them power and authority”
(Luke 9:1). Only after establishing relationship through
gathering did He bestow kingdom rule: “You are those
who have continued with Me... and I bestow upon you a
kingdom” (Luke 22:28-29).
The Biblical Pattern
Every governmental move of Yahweh follows the
gathering-to-government pattern:
Creation: The divine council gathers in deliberation
(“Let Us make man”), then exercises governmental au-
thority over creation.
Abraham: Called from Ur to gather a people, then
receives covenant government and the promise of na-
tions.
Exodus: Israel gathers at Sinai before receiving Torah
government and constitutional order.
David: Gathers mighty men around his person before
receiving kingdom government from Yahweh.
Pentecost: 120 gather in the upper room before apos-
tolic government is released on earth.
Why Gathering Precedes Government
Government requires the consent of the governed.
Biblical authority flows through relationship, not mere
position. Covenant necessitates witnesses and pub-
lic agreement. Order emerges from unity, and unity
emerges from assembly.
Scattered people create scattered authority. Ungath-
ered people remain ungoverned. This is why the enemy
fights gathering so fiercely—he understands that once
Yahweh’s people truly assemble for governmental pur-
poses, his counterfeit kingdom is finished.
The Gathering of the Lost Tribes
We believe Yahweh is gathering the lost tribes in this
end-time hour—not merely for fellowship or religious
experience, but for governmental order. The promise
of gathering scattered Israel involves the restoration of
covenant government under Messiah’s rule.
This gathering is both spiritual and practical. As
Yahweh calls His people out of Babylon’s systems, He
simultaneously calls them into His governmental order.
The restoration includes both the people and the struc-
ture that makes them a true nation under Yahweh.
Our Present Calling
Every assembly of First Harvest Ministries Interna-
tional participates in this prophetic gathering. When
we convene, we are not merely attending religious ser-
vices—we are participating in the formation of heav-
en’s government on earth. Our gatherings are govern-
mental assemblies where the Word is King and order
reflects heaven’s pattern.
This understanding transforms how we approach as-
sembly. We come not as consumers seeking entertain-
ment, but as citizens participating in governance. We
gather not for inspiration alone, but for the formation
of sustainable kingdom order that can advance Yah-
weh’s rule in the earth.
CHAPTER 2:
HEAVEN’S GOVERNMENTAL PATTERN
The Divine Council
Scripture reveals that heaven operates as an ordered
government with assembly, deliberation, and decree.
This is not metaphorical language—it describes the
actual structure of divine rule:
“Yahweh stands in the assembly of El; He judges among the
gods” (Psalm 82:1)
“The heavens praise Your wonders, Yahweh, Your faithful-
ness in the assembly of the holy ones... Yahweh is feared in
the council of the holy ones” (Psalm 89:5-7)
“I saw Yahweh sitting on His throne, and all the host of
heaven standing by Him on His right hand and on His left.
And Yahweh said, ‘Who will persuade Ahab?’” (1 Kings
22:19-20)
The Elements of Heaven’s Government
Heaven’s government contains specific elements that
earthly government must mirror:
• Throne: Representing ultimate sovereignty and final
authority
• Books: Containing law, records, and judicial pro-
ceedings
• Council: Assembled beings who deliberate and ad-
vise
• Assembly: Gathered hosts who witness and execute
decisions
Decrees: Binding decisions issued through proper pro-
cess
Heaven in Session
The book of Daniel provides the clearest picture of
heaven’s governmental proceedings:
“I watched till thrones were put in place, and the Ancient
of Days was seated... A thousand thousands ministered to
Him; ten thousand times ten thousand stood before Him.
The court was seated, and the books were opened” (Daniel
7:9-10).
This is not eternal worship—this is governmental
process. Heaven operates through convened assemblies
that deliberate, judge, and decree according to estab-
lished law and order.
The Pattern for Earth
The revelation of heaven’s government provides the
pattern for earth’s government. As Yahshua taught us
to pray, “Your kingdom come, Your will be done on earth
as it is in heaven” (Matthew 6:10). This includes govern-
mental structure, not merely individual obedience.
Heaven’s assembly pattern appears throughout Scrip-
ture in earthly contexts:
• The Seventy Elders: Gathered to bear governmental
burden with Moses (Numbers 11:16-17)
• The Feasts: Holy convocations that function as

Assembly Creates Authority
Heaven’s pattern reveals that authority is corporate

sembly accountability becomes tyranny or witchcraft.
Legitimate authority requires gathering, deliberation,
witness, and public process.
This is why Yahshua said, “Where two or three are gath-
ered together in My name, I am there in the midst of them”
(Matthew 18:20). The context is governmental—binding
and loosing authority exercised through assembled
process, not individual decree.
The Law as King
In heaven’s government, law reigns supreme. Even
the divine council operates according to established
order and procedure. There is no arbitrary rule or per-
sonal whim—everything proceeds according to the
constitution of heaven’s kingdom.
This principle must govern earthly assemblies. The
Word of Yahweh must be King, not the preferences of
leaders or the emotions of crowds. Constitutional or-
der, based on Scripture, provides the framework within
which all authority operates.
Rebellion Against Heaven’s Pattern
Scripture identifies rebellion as “the sin of witchcraft”
(1 Samuel 15:23) because it seeks power without sub-
mission to heaven’s governmental order. The mystery
of lawlessness operates by rejecting assembly account-
ability and constitutional limits.
Those who exercise authority apart from proper gath-
ering, deliberation, and accountability mirror Satan’s
original rebellion—seeking to rule without submission
to heaven’s governmental pattern.
CHAPTER 3:
THE NATURE OF DIVINE AUTHORITY
Authority Defined
Authority is the right to rule, command, and expect
obedience. Biblical authority differs fundamentally
from worldly power in its source, structure, and pur-
pose. All legitimate authority derives from Yahweh and
must operate according to His governmental princi-
ples.
The Source of Authority
“There is no authority except from Yahweh, and the authori-
ties that exist are appointed by Yahweh” (Romans 13:1).
This does not mean Yahweh approves every ruler, but
that the principle of authority itself is divine in origin.
Legitimate authority must therefore:
Acknowledge its divine source
Operate within biblical boundaries
Submit to higher authority
Serve the purposes of justice and order
Delegated, Not Inherent
Human authority is always delegated, never inherent.
Leaders hold authority in trust, not in ownership. This
delegation can be withdrawn when leaders violate their
commission or exceed their jurisdiction.
Yahshua demonstrated this principle: “All authority has
been given to Me in heaven and on earth” (Matthew 28:18).
Even the Son of Yahweh received authority by delega-
tion from the Father, not by inherent right.
The Limits of Authority
Biblical authority operates within defined spheres
and purposes. No human authority is absolute or un-
limited. Each sphere of authority has:
1. Jurisdictional Boundaries: Civil government cannot
rule the church; church authority cannot microman-
age families; family authority cannot override con-
gregational order.
2. Constitutional Limits: All authority must operate
according to Scripture and established covenant.
3. Moral Boundaries: Authority cannot command sin
or operate contrary to Yahweh’s character.
4. Accountability Structures: Leaders must submit to
oversight and correction within their sphere.
The Purpose of Authority
Biblical authority exists to:
Reward good and restrain evil (Romans 13:3-4)
Protect the innocent and vulnerable
Maintain order and peace
Advance righteousness and justice
Create conditions for human flourishing under Yah-
weh’s rule
Authority that fails these purposes loses its legitimacy
and mandate.
Authority and Submission
Submission to legitimate authority is a command
of Scripture, not merely a suggestion. However, sub-
mission is not absolute—when human authority com-
mands what Yahweh forbids, or forbids what Yahweh
commands, we must “obey Yahweh rather than men”
(Acts 5:29).
Proper submission includes:
1. Honor for the office, even when disagreeing with
decisions
2. Following proper channels for appeal and correc-
tion
3. Accepting consequences when conscience requires
resistance
4. Working to restore legitimate authority when it has
been corrupted
The Test of Legitimacy
Not all claims to authority are legitimate. Biblical
tests for authority include:
1. Divine Calling: Clear evidence of Yahweh’s appoint-
ment through proper process
2. Covenant Basis: Authority established through
proper covenant and witnesses
3. Fruitful Results: Authority that produces order, jus-
tice, and blessing
4. Constitutional Operation: Authority that operates
within its proper sphere and limits
Authority in the Assembly
Church authority operates through the pattern of
gathered assemblies under the Word as King. This in-
cludes:
1. Apostolic Authority: Setting order, guarding doc-
trine, ordaining leadership
2. Elder Authority: Local oversight, discipline, and
pastoral care
3. Corporate Authority: Assembly decisions through
proper process

CHAPTER 4:
COVENANT GOVERNMENT ON EARTH
Covenant as Constitution
When Yahweh gathered Israel at Sinai, He estab-
lished far more than religious law—He created a
constitutional government with Israel as a covenant
nation. The Torah functions as Israel’s constitution,
establishing governmental structure, judicial process,
and national identity.
This pattern provides the blueprint for all covenant
communities. A covenant is essentially a constitution
that establishes:
• The parties involved
• The terms of relationship
• The structure of authority
• The consequences of compliance or violation
• The process for renewal and amendment
The Sinai Model
The events at Sinai reveal the essential elements of
covenant government:
• Assembly: The people gathered at the mountain
(Exodus 19:17)
• Constitution: The Torah given as fundamental law

that Yahshua gave to His body: “And He Himself gave
some to be apostles, some prophets, some evangelists, and
some pastors and teachers, for the equipping of the saints
for the work of ministry, for the edifying of the body of Mes-
siah.”
These are not merely ministry titles—they are gov-
ernmental offices with specific authority, responsibil-
ity, and accountability. Each office serves the consti-
tutional order of the assembly and the advancement of
the Kingdom.
Apostolic Authority
Apostles function as constitutional guardians and sys-
tem architects:
1. Doctrinal Authority: Guard and establish founda-
tional truth (Ephesians 2:20)
2. Governmental Authority: Set order and structure
(Titus 1:5)
3. Judicial Authority: Handle major disputes and ap-
peals (Acts 15)

The General Principle
The governing principle for all spheres is: Honor
authority unless it commands sin; then obey Yahweh
and bear consequences respectfully (Daniel 3; Daniel 6;
Acts 5:29).
This principle maintains order while protecting con-
science and preventing the abuse of authority.
Family Government
The family is the foundational governmental unit es-
tablished by Yahweh:
Husband Authority: “Wives, submit to your own hus-
bands, as to the Lord” (Ephesians 5:22)
Spiritual leadership and protection
Final decision-making responsibility
Provision and care for family needs
Accountability to Yahweh for family direction
Father Authority: “Children, obey your parents in the
Lord, for this is right” (Ephesians 6:1)

The Principle of Legitimacy
Yahweh ordains the principle of government, but not
every claim to authority is legitimate. We must distin-
guish between genuine authority that deserves honor
and submission, and usurpation that demands resis-
tance. We honor legitimate authority and defy usurpa-
tion—not because we hate government, but because we
love it enough to protect it.
Six Tests of Legitimacy
1. Covenant-Based Authority (Deuteronomy 17:14-20)
Legitimate authority operates under constitutional
limits with the Word as King:
Leaders submit to Scripture, not just demand submis-
sion

“But know this, that in the last days perilous times will
come: For men will be lovers of themselves, lovers of money,
boasters, proud, blasphemers, disobedient to parents, un-
thankful, unholy, unloving, unforgiving, slanderers, without
self-control, brutal, despisers of good, traitors, headstrong,
haughty, lovers of pleasure rather than lovers of Yahweh” (2

“Bold and arrogant, they are not afraid to slander celestial

We receive these Elders and ministers as Yahweh’s gift to
this house. We will honor, pray, and obey in all things law-
ful; and when confronted, we will submit to Matthew 18
and the gates. We reject contempt, gossip, and factions. We
will gather so that Yahweh may govern.”

“By the authority given me in Yahshua, I set in order dis-
trict ministers, elders, and deacons for the peace of this
house. Let there be gates in every city, shepherds in every
flock, and justice in our streets—that we may grow from
society to covenant nation, to the glory of Yahweh. Amen.”

ing to seven fundamental house laws:
